This uses SVN version #237 of tengtelc.ttf. The important difference from the released version 0.08 is that the id of each feature is no longer numerical, but instead a string: 203, for instance, has been replaced by "203". With this modification, Firefox is able to correctly display the font feature.
Edit 2015-09-08: According to the SIL page about Graphite, the reason why it does not work is that: Numerical IDs do not and are not expected to ever work in Firefox
